About
Portsmouth sits on the North Portland peninsula, bounded by the railroad cut to the west, N Lombard St to the south, N Chautauqua Blvd to the east, and N Columbia Blvd at its northern edge. The neighborhood takes its name from Portsmouth, New Hampshire, reflecting the pattern of New England place names applied by early settlers throughout the Pacific Northwest. Portsmouth developed primarily as a working-class residential district in the early 20th century, with commercial activity concentrated along N Lombard Street.
Portsmouth is recognized as one of Portland's most ethnically and economically diverse neighborhoods, with significant Latino, African American, and Asian American communities alongside longstanding white working-class families. Roosevelt High School — one of Portland's largest comprehensive high schools — serves as a major community anchor and has seen significant recent investment in its facilities. The North Portland Tool Library, a community cooperative that loans tools to residents, exemplifies Portsmouth's DIY, mutual-aid culture.
The Charles Jordan Community Center (originally the Gordon Community Center) anchors the neighborhood's recreational life with basketball courts, fitness classes, and internet access. Named in 2012 for Charles Jordan, Portland's first African American Parks Director and City Commissioner, the center serves as a focal point for neighborhood programs and events. Portsmouth's community fabric is strong — the neighborhood association meets monthly and actively engages residents on issues from traffic safety to park improvements.
Boundaries: Bounded by N Columbia Blvd to the north, N Chautauqua Blvd to the east, N Lombard St to the south, and the railroad cut to the west. Adjacent to Kenton (east), University Park (south), St. Johns (west), and the Columbia Slough natural area to the north.
The Vibe
Portsmouth is a diverse, unpretentious North Portland neighborhood where modest homes, a major university, and a mix of cultures give it an active, varied feel. It is less polished than some peninsula neighborhoods and proud of its everyday, working character.
The presence of the University of Portland lends energy to its western edge, while the residential blocks keep a friendly, lived-in quality.
History
Portsmouth occupies the western part of the North Portland peninsula, between Kenton and St. Johns. Named for the eastern seaport, it developed in the early twentieth century as a residential district tied to the industry, shipping, and rail activity that defined North Portland.
During World War II, the booming Kaiser shipyards along the nearby river drew tens of thousands of workers, and the peninsula's neighborhoods, including Portsmouth, absorbed waves of newcomers, leaving a lasting diversity in their fabric.
Home to the University of Portland on its western edge, Portsmouth today is a diverse, working-class and student-influenced neighborhood that balances modest homes, campus life, and the everyday commerce of North Portland.
