About
Powellhurst-Gilbert is Portland's single most populous neighborhood, home to roughly 32,000 residents spread across a broad swath of SE/East Portland between 82nd and 122nd Avenues, and between Powell Blvd and Foster Road. Over the past two decades, the neighborhood has become internationally recognized as the Jade District — a concentration of Asian-American businesses, cultural organizations, and community institutions anchored by the Fubonn Shopping Center at 2850 SE 82nd Ave, which hosts Oregon's highest density of Asian-owned businesses under one roof.
The diversity of Powellhurst-Gilbert is staggering. Along 82nd Avenue and Division Street you'll find Vietnamese pho houses, Cambodian noodle shops, Chinese dim sum halls, and Korean BBQ restaurants alongside Russian and Ukrainian grocery stores like Roman Russian Market on SE Division and Middle Eastern markets like Mingala International Mart. Powell Butte Nature Park flanks the neighborhood's southern edge with 611 acres of trails and meadows. The Shun Fat (SF) Supermarket at 5253 SE 82nd Ave anchors the district's grocery needs. The Powellhurst-Gilbert Neighborhood Association (PGNA) is a volunteer organization celebrating this exceptional cultural diversity while advocating for infrastructure investment in one of Portland's most underserved outer communities.

The Vibe
Powellhurst-Gilbert is a large, busy, and deeply diverse neighborhood with a dense mix of housing and a strongly multicultural community. It has a practical, everyday character, shaped by its commercial corridors and the cultural variety of its residents.
Its size and density give it a varied feel, from quieter residential streets to the activity along Division, Powell, and Foster, with pockets of natural area along Johnson Creek.
History
Powellhurst-Gilbert is one of the largest and most populous neighborhoods in East Portland, sprawling across a broad area south of Division Street and around the Powell and Foster corridors. Its name reflects the merging of two older communities, Powellhurst and Gilbert, that grew up separately in the area's rural and early suburban past.
For much of its history the area was farmland and unincorporated Multnomah County territory, well outside the city. It was annexed into Portland during the major east-side annexations of the 1980s and 1990s, and it grew rapidly thereafter, filling in with a dense mix of single-family homes, apartment complexes, and infill. Like much of east Portland, it developed before the city's investments in sidewalks, parks, and stormwater systems caught up.
Powellhurst-Gilbert is among Portland's most diverse and heavily populated neighborhoods, home to large immigrant, refugee, and working-class communities, with daily life oriented around the busy Division, Powell, and Foster corridors.
